Frank is our Clinical Director providing supervision, consultation, coaching, and monitoring for our team. Frank is the CEO of Recovery Lab where he offers trainings in psychotherapy, substance abuse counseling, and clinical supervision.
Frank is married and a loves his cats. You can find Frank on his lunch break sitting in the park reading a book. Feel free to contact Genesis to schedule one of Franks trainings or workshops.
Melania Layton, LCAS, CSI
Bi-Lingual Counselor/Therapist

Ms. Layton is a Master Level Bilingual Clinical Addiction Specialist with over ten years experience in the behavioral healthcare field. She received her B.A. in Psychology from The University of North Carolina at Greensboro, and has a Master’s in Clinical Psychology from Capella University. Her commitment is to continue professional development, and uses a recovery-oriented model of service and client participation as an important part of the program activities. She consistently evaluates interventions and initiatives using outcome measures and individualizes treatment, considering clients’ health, environment and circumstances. She is currently in pursuit of PhD in General Psychology with specialization in “Addiction Psychology” at Capella University.
Julius Rhoe, CADC, Fully Qualified SAP
Certified Alcohol and Drug Counselor
Julius is a Certified Alcohol and Drug Counselor, and SAP Certified with clinical experience in the field for over 10 years. He has a Bachelors degree in Criminal Justice, from North Carolina Central University. He is committed to helping individuals achieve and maintain sobriety, with lifelong recovery.
Cherelle Arnold, CADC-R
Administrative Assistant
Cherelle is pursuing a degree in human services technology /substance abuse counseling. She has a passion for working with others. Cherelle always knew at a young age that she wanted to help people so she decided to start here. She has years of experience of working with people from mentoring her younger peers, volunteering , and working customer service as well. Cherelle is driven to accomplish her long term goal of becoming a Certified Alcohol and Drug Counselor and is so excited to see how much the substance abuse field has to offer her. She is currently a Certified Alcohol and Drug Counselor Registrant.
Latrice Freeman, MSL, RHIA
Human Resource Director
Latrice received her Bachelor of Science degree in Health Information Management from East Carolina University and Master of Science in Leadership from Pfeiffer University –. Latrice’s work experience includes Management, HealthCare Auditing, Medical Coding and Office Administration experience.
Rhonda Spence, CADC
Certified Alcohol and Drug Counselor
Rhonda retired from NC State Parks. She has 30 years of experience in the recovery field. Rhonda is a Certified Alcohol and Drug Counselor and is committed to helping people and their families in Recovery.
Gregory Moore Sr. CADC
Mr. Moore has 30 years of diversified substance abuse use disorders and mental health experience. Mr. Moore also has 18 years of correctional help and empowering clients who struggle with alcohol and addiction disorders.
Keith E. Green, M.Ed., CSAC, SAP, SAE
Consultant/Counselor
Keith E. Green is a Masters level certified alcohol and drug counselor whose field of expertise is unique in that he focuses on behaviors and social learning as a foundation for change.
Keith has served in the fields of education, mental health and substance abuse for 26 years. In this service, he has had the opportunity to develop and implement programming in the areas of mental health, substance abuse, academic achievement and social/emotional learning. Keith’s scope of practice focuses on behavioral learning, behavior management and social/emotional development. With regard to education, his work has succeeded in producing successful outcomes in areas related to Positive Behavior Intervention Supports (PBIS), Response to Instruction (RTI) and Multitiered Systems of Support (MTSS). Keith has also developed and implemented programs for several school districts and service agencies. Pertaining to Mental Health and substance abuse, Keith's work has produced successful consumer outcomes in the areas of counseling, mentoring, case management, and assessment. In working with business owners and administrative staffs’, Keith’s experiences in program development and clinical management has been instrumental in enhancing service awareness among stakeholders, building a solid referral base and increasing business revenue.
Keith believes that success for all hinges on the ability to nurture and be nurtured, to establish and maintain effective relationships, to set and support each other in maintaining high expectations and standards.
Gregory T. Dockery, BA, MA, LCAS-A
Operations Director/Group Facilitator
Gregory received his Bachelor of Science degree from The University of North Carolina at Fayetteville State and a Masters Degree in Addiction Counseling and Christian Education from Liberty University. Gregory is a Licensed Clinical Addiction Specialist- Associate as well as a Qualified Professional and Qualified Developmental Disability Professional. Gregory's work experience includes clinical work in outpatient mental health clinic/facilities as well as substance abuse counseling work in outpatient substance abuse treatment programs.

Substance Abuse Education Program:
This evidence-based program provides drug information and education about the effects of drugs and for those already in the grip of addiction. This is a ten-hour course offered on consecutive Monday nights.

Traffic Citation- can be obtained from the Clerk of Court
Blood Alcohol Concentration level - can be found on your citation or can be obtained from the City/County Bureau of Identification (CCBI) located at 330 South Salisbury Street, Raleigh, NC 27601. (919) 856-6300
Copy of Court Judgment- can be obtained from the Clerk of Court
NC DMV Driver Vehicle Record- can be obtained from DMV. A Certified True Copy of your driving history is needed; the generated report must not be older than 30 days.

Drug Education School (DES)
A State Approved Program under the NC G.S. 90
96, which allows for the discharge of criminal conviction for first-time offenders accused of a drug violation.
This program is an alternative to conviction, N.C. General Statute 90-96 allows courts to place individuals accused of a drug offense on probation without finding them guilty. Under the terms of this probation, the individual is given 150 days from the date of referral to complete Genesis Drug Education School (DES) program. Upon completing the
15-hour schedule program, the Court may dismiss the charge without conviction. Defendants must be under the age of 22 when the offense/violation occurred to have all charges or violations expunged.
The North Carolina Department of Health and Human Services oversees the development and programming of N.C. Drug Education Schools, as authorized by N.C.General Statute 90-96.01.

Para que le restituyan su licencia de manejar depués del periodo de revocación impartida por la División de Vehículos Motorizados (DMV), hay que haber completado las sanciones administrativas siguientes.
- evaluación del abuso de sustancias
- terminación del programa ADETS o un nivel recomendado de tratamiento
- haber pagado los derechos obligatorios al estado: $100.00 – la evaluación, $160.00 – el programa ADETS o los primeros $75.00 de los servicios de tratamiento. Los proveedores de tratamiento cobran derechos adicionales que varían de agencia a agencia.
HAY QUE REALIZAR TODA EVALUACIóN:
- en una facilidad licenciada para el tratamiento del abuso de sustancias; no en el ayuntamiento o un lugar de negocio.
- en persona con un profesional calificado o certificado en el campo de tratamiento del abuso de sustancias.
- sometiéndose a la herramienta estandarizada evaluadora y una entrevista clínica, y
- tomando en cuenta los resultados de la prueba con alcoholímetro y su historia de conductor así como
- usando los criterios del diagnóstico DSM IV para formar una impresión clínica.
- se requiere que Ud. traiga sus documentos de la corte a la evaluación.
- el evaluador debe de tener una copia de su “historia completa de conductor” de la DMV.
- se harán de modo consistente con los criterios de la Sociedad Americana de Medicina Adictiva.
- Si no hay diagnostico sacado usando el DSM, se recomendará al cliente para un programa de educación (ADETS). ATENCION: Los infractores que no se someten a una prueba con alcoholímetro y los que salen con un contenido de alcohol en la sangre más de 0,14% en la prueba no serán elegibles para un programa ADETS y serán recomendados para otro nivel de tratamiento.
- Se requiere que el proveedor le informe a Ud. de otros proveedores locales que ofrecen los servicios de los que se necesitan.
- El proveedor no prodrá cobrarle derechos para transferir su caso a otro proveedor estatal.
- Los proveedores podrán cobrarle por servicios especiales y por manejar casos de otros estados.
CONSIDERACIONES PARA TRATAMIENTO:
- Los clientes tienen derechos a servicios profesionales y éticos basados en el nivel identificado de su necesidad por tratamiento.
- Se puede pedir que los clientes firmen contratos de tratamiento. Se espera que el proveedor y el cliente honren tales contratos.
- Un consejero certificado debe de estarle disponible a cada cliente.
- Un consejero entrenado llevará a cabo los grupos de tratamiento que son limitados a sólo 20 clientes y que se reúnen según su horario programado.
